ELIGIBILITY CRITERIA FOR TREFOIL PERSONAL DEVELOPMENT AND HOLIDAY GRANTS

PERSONAL DEVELOPMENT GRANTS

Eligibility - Young people under the age of 30 years with a psycho/social and or physical disability which impedes their normal development.

Structure - The grants may be provided to individuals or organisations in the event that a group approach is forthcoming. The project or event should be structured in order to provide an evaluation criterion which is agreed in advance of the award. The criteria must be mutually agreed between Trefoil, the individual and the supervising body. The level of the award should aspire to support the activity entirely although match funding with other sources such as Local Authorities and other charities will be considered.

Purpose - The purpose of the grant should be to support personal development and independence (educational, social or moral development) for eligible individuals/groups where statutory funding is not available, considered to be inappropriate or indeed needs to be topped up (this is not to replace statutory funding or to relieve Statutory bodies of their funding and support obligations).

Process - The timescale for applications will remain as a minimum, 10 weeks from first contact prior to the release of funds. This timescale may be protracted depending upon the availability of the referees and the complexity of the project. Therefore applicants should apply as early as possible however this should be no more than 6 months prior to the date when funds are required. The requirement for two referees one of whom should be involved with the candidate(s) on an appropriate professional basis remains extant. The referees should be able to validate the objectives the supporting plan and the outcomes. As part of the application process the applicants must be willing to discuss and justify their plans to a representative of the Trefoil Board and provide a written plan. HOLIDAY GRANTS

It is acknowledged that a number of young people with special needs will be so profoundly restricted either physically or intellectually that they will be unable to conform to the Personal Development criteria. In order to provide a degree of support to this group a portion of the funds available will be allocated from the Development fund to those who conform to the previous Holiday Fund criteria (see Annex A). The main modification to this is that those in receipt of grants from this part of the fund must be under the age of eighteen years when the award is confirmed. The previous criteria otherwise applies. The amount allocated to this part of the fund will be reviewed on a regular basis (or when this element of the fund is exhausted) and will normally be 10% of the total allocated funds for the year.
